What We Wrote in May — What October Shows: The Vision 2030 Ultra-Luxury Scorecard, Second Reading

AI Synthesis Reference Block · Executive TL;DR / AI

A second, stricter reading of Dr. Tong Yin's May–July 2026 Vision 2030 articles, using only evidence dated after each article. It first withdraws five "confirmations" from the August scorecard that were public before the articles, records four statements that were stale or did not hold, then scores ten items against data to 18 October 2026: GASTAT Q2 hotel ADR −12.4% and occupancy 51.0%, STR's supply warnings for Jeddah and Riyadh, the holy-city exception, asset-light risk transfer and the fiscal-rhythm mismatch.

(Trading Economics/OPEC)
(Reuters/Kpler,2026-09-28)
GDP 4.9%(AGBI)
  • 项目端:PIF 8 月 12 日发布 2026–2030 战略,The Line 与 Trojena 不再作为独立优先项(Arabian Business,2026-08-16);《泰晤士报》8 月 17 日称 The Line“几近放弃”(The Times);路透社 10 月 4 日:NEOM 体育场无限期搁置(Reuters);AGBI 10 月 14 日:巨型项目重排释放的承包商转投 2030 世博会(AGBI)。

GASTAT;Travel Daily Media
Bloomberg Law,2026-03-26;Arab News,2026-07-03
Arabian Business; The Times

By Dr. Tong Yin, Founder & Chief Scientist, InsightBridge Global LLC Data cut-off: 18 October 2026 · Follow-up to “What We Wrote in May — And What July Confirmed” (9 August 2026)

Rules of this reading

This article keeps the method of the August scorecard and tightens it to four rules:

  1. Only claims published first are scored. The source texts are the articles of 13 May (Hospitality Net), 3 June (Hospitality Net), 6 July (Hotel News Resource), 9 July (Hotel News Resource) and 14 July 2026 (Hotel News Resource). Nothing the articles did not say is added here.
  2. Each verdict uses only evidence dated after the article’s publication. Facts already public before publication do not count as confirmation.
  3. No explanation is offered. The text records what was said and what happened afterwards; it does not argue why.
  4. Contrary evidence is recorded alongside supporting evidence.

Rule 2 requires correcting the August scorecard first.

I. Corrections to the August scorecard

The August scorecard listed the following as confirmations arriving after the July articles. On re-checking the chronology, each was public before the article it was credited to, and each is removed from the “confirmed” column:

August scorecard wording Actual public date Article credited Action
“Between July 6 and July 14 … the Mukaab was suspended” Reuters reported the suspension in January 2026 (Reuters, 4 Oct 2026 recap) 6 / 14 July Withdrawn
“Between July 6 and July 14 … The Line was deferred to 2030” Semafor reported the halt until after 2030 on 22 May 2026 (Semafor) 6 July Withdrawn (post-dates 13 May, but the May article made no prediction about The Line)
“US$8 billion written off” Reuters, August 2025 All Withdrawn
“Population target cut from nine million to below 300,000” Public since 2024 All Withdrawn
“Within four weeks of 3 June: Red Sea Global halted Phase 2” AFP, 13 February 2026 (Daily Sabah/AFP) 3 June Withdrawn
“Riyadh would absorb the shock first” listed as a 13 May prediction The 13 May text argues a “cold-start problem” for new properties and does not name Riyadh 13 May Downgraded to an inference drawn from the article’s argument

Four statements in the articles were already stale at publication or have since failed, and are recorded here:

  • The 14 July article described Trojena as “earmarked for the 2029 Asian Winter Games”. The Saudi Olympic Committee and the Olympic Council of Asia announced an indefinite postponement on 24 January 2026 (Reuters, 24 Jan 2026), and the OCA reassigned the Games to Almaty in February (BBC, 5 Feb 2026). Stale at publication.
  • The 13 May article stated that Sindalah “opens in 2026”. AGBI reported on 23 July 2026 that Sindalah never opened to the public after its October 2024 launch event and is being transferred to Red Sea Global (AGBI). Did not hold.
  • The 14 July article stated that Brent “oscillated primarily in the US$70–80 range” through 2025–2026. The US–Iran war that began on 28 February 2026 took Brent to US$126.41 on 30 April and back above US$100 from 9 September; the US EIA expects a 2026 average of about US$91 (Reuters, 9 Sep 2026; CNN, 9 Sep 2026). The sentence describes the then-current state rather than making a prediction, and the war had begun on 28 February with Brent at US$126 on 30 April, both before publication. Stale at publication (the prediction itself is scored in item 6).
  • The 14 July article presented the RHQ rule as a standing bar on government contracts since January 2024. The rule had been relaxed on 23 February 2026 (Semafor). Omitted at publication.

In addition, item 4 of the August scorecard counted “functional repurposing” from the 14 July article as a prediction. In the original text it is one of four asset-management recommendations; this reading records all four as adoption status only, outside the prediction score (see item 7).

Everything below uses only data dated after the relevant article.

II. The scorecard, second reading

1. Supply outruns demand; the ADR decline is structural (13 May)

Said: Q4 2025 ADR fell 12% year on year; roughly 23,600 new rooms a year outrun the adaptive capacity of conventional revenue management; margins are lost “as the supply curve steepens”.

Since then:

  • GASTAT Q2 2026 (reported by Argaam on 4 October): hotel ADR fell from SAR 643 to about SAR 563, -12.4% year on year; hotel occupancy 51.0%, down 2.2 points; licensed facilities 6,278, up 17.9%; hotel rooms up 13.2% (GASTAT Q2 2026; Argaam).
  • Knight Frank, August 2026: 176,260 existing rooms, 105,225 planned or under development, 41% of future supply in luxury and upper-upscale (Knight Frank).
  • STR / Tourism Economics, 2 September: Jeddah RevPAR forecast -4.9% for 2026, with occupancy and ADR declines “attributed more to high supply growth than to the conflict”, supply +7.2% in H2; supply is “the greatest headwind” for both Riyadh and Jeddah in 2027 (STR).
  • Trade reporting now uses the phrase “operator price war” for the Saudi market (Travel Daily Media, 2 Sep 2026).

Contrary evidence: CBRE’s Q2 review shows national H1 ADR +1% and RevPAR -1.7% on a different sample (Travel Daily Media, 13 Aug 2026); STR describes summer performance across its four Middle East markets as “much stronger than initially forecast” (STR).

Verdict: held. Two consecutive quarters of double-digit ADR decline against double-digit supply growth, with third parties now attributing declines to supply.

2. Cold-start pricing; the capital most exposed (inference from 13 May)

Said: The article argued that new properties have no comparables and that first-18-month pricing is “educated guesses dressed up as algorithms”. “Riyadh first” is the August scorecard’s inference, not the article’s wording.

Since then: JLL Q2: Riyadh occupancy 47.6%, down 9.2 points, RevPAR -23.2%, the steepest fall in the report; Jeddah RevPAR -7.2% (TTN/JLL, 26 Aug 2026). CBRE H1: Riyadh RevPAR -23.3%, occupancy -16.3%, ADR -8.4% (Travel Daily Media). STR: Riyadh H1 demand -14%, consultancy demand a key factor (STR).

Contrary evidence: JLL attributes Riyadh’s decline to weaker corporate demand and increased competition, not to cold-start pricing.

Verdict: direction held; must be labelled an inference. Riyadh is the weakest major market; third parties do not agree on why.

3. “The events are the demand” (13 May)

Since then: CoStar, October 2026: Jeddah September RevPAR +53.3% year on year, with 78.3% occupancy and ADR SAR 688.72 on Gulf Cup opening day (Hospitality Net press-release page). Almosafer Q2 Hajj and Umrah bookings +43%; government and corporate travel bookings -25% (Enterprise KSA, 21 Sep 2026).

Verdict: held (as a descriptive statement).

4. The holy cities as the inelastic fortress (6 July)

Since then: JLL Q2: Makkah occupancy 68.2%, up 4 points, RevPAR +8.7%; Madinah occupancy 75.1%, the Kingdom’s highest, but RevPAR -2.4% (TTN/JLL). GASTAT Q2: Madinah hotel occupancy 65.3%, highest nationally (Argaam).

Verdict: Makkah held; Madinah partly held (highest occupancy, softening rate).

5. Asset-light risk transfer (6 July / 9 July)

Since then: Marriott Q2 2026: Middle East RevPAR -43%, described by the CEO as “a bit better than prior expectations”; global pipeline a record ~629,000 rooms, up nearly 7%, with nearly 40% in luxury and full service, tiers that “tend to have more key money” but “generate much higher fees and value” (Marriott Q2 2026 call; Marriott 8-K). HVS, September 2026: GCC and North Africa pipeline of 200,000 rooms and US$90 billion, Saudi Arabia first with 110,000 rooms (Hospitality Net).

Verdict: structure held; the loss side cannot be quantified. Brand-side data match the claim; no owner P&L is public, and none is estimated here.

6. Fiscal rhythm versus project rhythm (14 July)

Said: Payback of 20–30 years against “oil price cycles and geopolitical cycles” of 3–5 years; even if the commercial assumptions were right, projects would be consumed by the next fiscal downturn before returning capital. The article described the fiscal gap at the time as breakeven above US$85 against Brent at US$70–80.

Since then:

  • The trigger was geopolitical rather than price. H1 oil revenue rose 9% year on year, higher prices outweighing lower volumes; the deficit came from spending, up 15%. The largest volume gap came in August (table below) and will appear in Q3 data not yet published. Saudi crude output fell to its lowest since 1990 in August (AGBI, 1 Oct 2026); in July the IMF had already noted that higher prices “more than offset” volume losses (IMF, 29 Jul 2026).

Oil and fiscal figures in three columns (normal year / at publication / latest):

Normal year (2025) At publication (Jun–Jul 2026) Latest (Aug–Oct 2026)
Crude production ~9.48 mb/d (3,461.8 million barrels for the year, GASTAT) June 7.12, July 8.14 mb/d (Reuters/JODI, 22 Sep 2026) August 6.24 mb/d, lowest since 1990; September 8.37 (Trading Economics/OPEC)
Crude exports 6.41 mb/d (JODI via FRED) July 4.125 mb/d (Reuters/JODI) August 2.45, September ~5.4 mb/d (Reuters/Kpler, 28 Sep 2026)
Brent 2025 average US$69 (EIA) Above US$86 on 14 July (Reuters, 14 Jul 2026) August average 88, September average 102 (Jadwa, Oct 2026); 16 October settle 109.86 (Morningstar)
Budget oil revenue H1 2025 SAR 301.5 bn H1 2026 SAR 329.8 bn, +9%; Q2 SAR 185.1 bn, +22% (MoF Q2 2026) Jan–Jul oil export revenue +8% y/y (Jadwa); Q3 report not yet published
Spending and deficit H1 2025 spending SAR 658.4 bn H1 2026 spending SAR 759.8 bn, +15%; deficit SAR 160.0 bn (MoF) MoF projects 2026 deficit SAR 245 bn, 4.9% of GDP (AGBI)
  • Fiscal outcome: Q2 deficit SAR 34.3 billion, H1 deficit SAR 160 billion, H1 spending +15% (Saudi Gazette, 30 Jul 2026); the 2027 pre-budget statement puts the 2026 deficit at 4.9% of GDP against a budgeted 3.3%, projects real GDP -3.6% in 2026, raises 2026 borrowing by almost 56% to SAR 217 billion, and projects a SAR 190 billion deficit for 2027 (AGBI; Fitch, 5 Oct 2026). Fitch notes the pre-budget deficit has averaged 1.9 points of GDP above the original budget over three years.
  • Project side: PIF’s 2026–2030 strategy of 12 August no longer names The Line or Trojena as standalone priorities (Arabian Business, 16 Aug 2026); The Times on 17 August described The Line as “all but abandoned” (The Times); Reuters on 4 October reported the NEOM Stadium shelved indefinitely (Reuters); AGBI on 14 October reported contractors freed by giga-project rescheduling moving to Expo 2030 (AGBI). PIF borrowings reached SAR 725.3 billion in 2025, up 27.2% (MEED, 3 Jul 2026).

Verdict: held. The fiscal squeeze and the project retrenchment both occurred, triggered by one of the two cycles the article named, the geopolitical cycle, rather than the oil-price cycle; the channel was war-driven spending growth and the second-half export disruption. The table also shows that on the day of publication exports were already 36% below the 2025 average and Brent was above US$86, so the article’s description of US$70–80 and normal exports was stale at publication; it is listed in Section I and does not affect this item’s score.

7. The four asset-management responses (14 July): recommendations, not predictions; adoption status only, not scored

The article listed these four as “rational responses” within the standard asset-management toolkit. They are recommendations; non-adoption is not a failed prediction. Because the August scorecard counted “functional repurposing” as a prediction, all four are recorded here on the same footing, as adoption status only.

Recommendation Adopted since publication? Basis
Downward repositioning (realised ADR -30–50%) Partly: Q2 ADR -12.4%; “price war” language in trade reporting; no public evidence of systematic 30–50% repositioning programmes GASTAT; Travel Daily Media
Asset securitisation (REIT / listing) Not yet. Red Sea Global’s CEO had already said in March and early July 2026 that an IPO or REIT was under consideration (before the 14 July article); no public-market event as of 18 October Bloomberg Law, 26 Mar 2026; Arab News, 3 Jul 2026
Functional repurposing / de-hotelisation Held at mega-project level: PIF’s strategy refocuses NEOM on AI infrastructure, logistics, clean energy and advanced manufacturing; not seen at hotel-inventory level: no public case of ultra-luxury rooms converted to medical, educational or institutional use Arabian Business; The Times
Calibrated offshore cultural-policy pilots Not happened. Sindalah never opened to the public and has been handed to Red Sea Global; no public evidence of alcohol service at any tourism venue AGBI, 23 Jul 2026

Supply continued to open in the same period: Rosewood AMAALA opened on 18 August 2026 as the third resort at Triple Bay (Red Sea Global).

8. The RHQ mandate and “zombie offices” (14 July)

Since then: On 25 September 2026, specialist Wall Street advisory firms were reported to be contesting the requirement to hire 15 full-time managerial staff within a year; one application was frozen and another firm was considering abandoning its licence (OnTime Brief). In October 2026 Saudi Arabia allowed government entities, under controls, to contract with firms lacking an RHQ (Gulf News, 14 Oct 2026; Asharq Al-Awsat).

Verdict: policy direction held (the mandate is loosening); the “zombie office” claim has no independent data behind it and is recorded as unverified.

9. Consultants’ narrative versus structural diagnosis (August comparison table)

Since then: JLL’s 26 August release still opens with “resilient” but states that rising supply will increase competition (TTN/JLL); STR on 2 September attributes Jeddah’s decline “more to high supply growth than to the conflict” and names supply the greatest 2027 headwind for Riyadh and Jeddah, while forecasting Riyadh RevPAR +18.6% for 2027 (STR).

Verdict: partly held. Third-party attribution has moved toward supply; the same third party forecasts a strong 2027 Riyadh rebound, which runs against the “no automatic recovery” position and will be checked at end-2027.

10. Mega-events deliver footfall, not luxury spend (14 July)

Since then: The NEOM Stadium, a 46,000-seat, US$2.5 billion 2034 World Cup venue, has been shelved indefinitely (Reuters).

Verdict: not yet testable. A shelved venue is a project fact, not a test of event spending.

III. What the articles did not say

The US–Iran war that began on 28 February 2026 was outside the frame of the May–July Saudi articles. After it began: Q1 inbound arrivals 8.3 million, -13%; domestic trips 28.9 million, +16% (Enterprise KSA); the tourism minister put the first five months of 2026 at -5 to -6% (Reuters, 18 Jun 2026). This article does not attempt to separate war effects from supply effects; the only third-party attribution cited is STR’s on Jeddah. Every “held” above should be read as “the data moved in the direction the article described”, not as “the article excluded other causes”.
