There is more at stake than the terms of a shipment. For a national lifeline industry, the question is whether blocking a transaction also secures the next industrial order. My contention is that Huang, from the standpoint of software ecosystems, and Musk, from that of power and manufacturing, are offering two versions of offensive defense. A leader must count not only the chips its rival cannot buy, but also the developers, production capacity, and technical conventions that migrate to an alternative system. That proposition is not a blank check for unrestricted sales. It is a challenge to a government that treats the wall as its principal instrument while another city rises beyond it.
From Business Doctrine to National Strategy
In my August 10 essay, “Preemptive Strike: Why Offense Is the Ultimate Defense in Modern Business Warfare,” I identified three pillars: aggressive market expansion, research and development willing to cannibalize one's own products, and technological barriers or standards that make one's platform the substrate on which others build. The second means replacing one's own last generation before a rival does, rather than asking the state to preserve it. The third means competing for developer tools, interfaces, and engineering habits—the unofficial standards that determine the value of the hardware beneath them.
This is not simply a plea to sell more units. A country can temporarily retain its best chips while losing the choice of which code, model-training practices, and cluster designs will become routine. Nor does today's purchase guarantee tomorrow's dependence. Buyers have national-security concerns of their own; policy can change a supplier's promise overnight. Transposing a commercial doctrine into national strategy therefore requires acknowledging both security boundaries and the counterparty's agency. A policy that saves the existing fleet while avoiding the contest for the next sea lane is defense in appearance and retreat in substance.
The force of a standard lies less in a snapshot of market share than in the next project's unexamined default. When an engineering team need not reopen the question of its tools, each successive choice compounds the leader's advantage and raises the cost of switching. But the same switching cost can become an argument for state-backed alternatives when national autonomy becomes the buyer's objective. A serious national scorecard should therefore ask where the next generation of engineers will learn, and which stack the next round of investment will assume. Quarterly export receipts cannot answer those questions. Sustained participation in the market can.
Huang's Ecosystem Ledger
Huang's argument did not emerge from a single bad quarter. Discussing the H20 ban in May 2025, he said that anyone who thought one move banning those chips would stop China doing AI was “deeply uninformed”; he called the prohibition “deeply painful” and estimated China's annual AI-chip market at about $50 billion. The more consequential entry is not the immediate lost sale but its compound effect. CUDA joins chips to software tools, performance optimization, and engineers' accumulated proficiency. A procurement decision can thus become a platform decision. Nvidia's strategic hope is that Chinese developers keep finding it cheaper and quicker to buy than to rebuild the stack; American technological influence then rides on the continued usefulness of a private company's ecosystem. This is my inference about the leverage of a standard, not a claim that China would accept permanent dependency or that CUDA cannot be displaced. The Backlash Has a Shape
The reversal is measurable, though its measures must not be conflated. In October 2025 Huang said Nvidia's position in China's advanced-chip market had gone from 95 percent to zero; that is his description of market position, not an independently audited series. South China Morning Post Bernstein used a different measure: it projected Nvidia's Chinese AI-GPU share might decline from 66 percent in 2024 to about 8 percent. The alternative is also becoming more than a chip drawing.
